the receipt of Sir Cecil Clementi's

27th of December last regarding the terms

on which the recruitment of Chinese

labourers for service in Western Samoa

may be carried on in Hong Kong.

As regards the suggestion that

the minimum period of service should be

increased from 3 to 4 years there are

strong objections on principle to the

expatriation for long periods of labourer

who have no opportunity of establishing

a family life in the country, and on

these grounds I regret that I cannot

my way to approve the suggestion that

recruitment in the Colony should be per-

mitted for an increased minimum period.
